You can but if you are active duty you are wasting your money with the normal health insurance since Tricare will pay for everything. Outside of the ER; you can only see the nonmilitary doctors if you get a referral. Anything you aren’t referred for has to be paid out of pocket. This is assuming you are in the military, if you are a dependent it works a little differently and you need to contact Tricare about your situation.
